Financing Ukraine’s energy recovery – from reconstruction to long-term resilience

BwB, as part of its work leading the InnovateUkraine Accelerator Programme, was proud to partner with the Ukraine Energy Transition Forum held recently in London at Clyde & Co.

 

The conversation was a timely reminder that energy security and resilience must remain at the forefront of reconstruction efforts in Ukraine, and bringing together policymakers, donor countries, project developers, and finance providers is critical to ensure alignment in the development of solutions and instruments that are fit for purpose in this rapidly evolving context.

 

BwB Executive Director, Christine Zhou joined the opening panel – ‘Lessons for International Energy Security from Ukraine's Evolving Decentralised Energy Solutions’ – alongside representatives from Verkhovna Rada, DTEK, and Naftogaz.

 

She commented: "It was an honour to stand alongside such prominent voices and represent the critical work InnovateUkraine is doing. While wind and solar remain crucial to the energy transition, we believe that investment in innovative technologies will significantly move the needle for energy security in the medium-to-long term – both in Ukraine and beyond."

 

It was also valuable to hear from several InnovateUkraine accelerator projects at the forum.

 

Inna Poliakova from AI Powered Microgrids and Trevor Rees from CERU shared insights on rebuilding energy infrastructure and advancing Ukraine’s energy storage capabilities — demonstrating the strength of the innovation ecosystem emerging around the programme.

 

Several themes stood out across the day:

 

  • De-risking has become central to unlocking investment into Ukraine, with growing engagement from development finance institutions, export credit agencies, insurers, and private capital providers.
  • Battery storage is rapidly gaining momentum as a key investment priority alongside wind and solar.
  • Market coupling between Ukraine and the European Union is progressing, but challenges around regulation, offtaker quality, and workforce capacity continue to shape project delivery.
